Downloaded 11.2.1 and apps still crash

Real-time problems and outages for the Apple App Store. Can't log in? By re-downloading the app confirms I have internet connection. Still can download last compatible. Won't Doesn't crash and editing text seems ok; however there are issues w/drawing using the Apple Pencil - some times it saves sometimes not.
